Title: Grant and Contract Analyst - BCCHPS

Limited Term Thru: 9-30-25

Location: Remote/Virtual - Lansing, Michigan Office - In-person meetings and work activities required

Purpose: The purpose of this position is to support the expansion of the home and community-based services for children and youth with Serious Emotional Disturbance (SED) and their families by coordinating contract development, contract oversight, fiscal monitoring, and reporting. This position will develop, oversee, and monitor mental health grant funded projects as assigned to enhance the home and community-based continuum in the Community Mental Health Services Program (CMHSP) system. This position will provide oversight and technical assistance to BCCHPS, BPHASA, and the PIHP/CMSHPs regarding assigned funded projects and work closely with Bureau's Grant and Contract Coordinator on other activities.

Duties and Responsibilities:

Coordinate and provide contract oversight for assigned projects for children and youth in the public mental health system.

    • Oversee and provide contract technical assistance for assigned projects and work with Bureau staff regarding programmatic and fiscal oversight, as directed.
    • Learn the State of Michigan requirements for the state and federal funding and provide guidance on required federal or state fiscal reports.
    • Provide guidance for SAMHSA requirements and assist with block grant application content in conjunction with the Bureau's Grant and Contract Coordinator.

Make recommendations to the Bureau regarding the status of reports submitted by the CMHSPs/PIHPs.

    • Prepare for end of year close out activities and recommendations for carry forward funds.
    • Work with Bureau staff regarding programmatic issues identified.
    • Complete reports as required and directed by Section Manager and Bureau staff.

Assist the Evidence Based Practices and Grant Development section to organize and review funding and funding requirements.

    • Contact CMHSPs/PIHPs regarding submission of work plans, budgets, budget justifications and face sheets for designated projects
    • Review the submissions and make recommendations to the Section Manager.
    • Review the quarterly reports on assigned projects and FSRs and make recommendations to the Section Manager.

Additional Duties.

  • Always represent the best interests of MDHHS and MPHI.
  • Other duties as assigned.

Qualifications/Requirements:

Education: A bachelor's degree in business (accounting, finance, contract management/administration), Social Work, Psychology or Counseling is required. A master's degree preferred.

Experience: A minimum of one year of professional experience delivering community based mental health services to children/youth and their families. Experience in program management, fiscal reporting and processing proposals and contracts preferred.

  • Experience with Microsoft programs (i.e. Excel)

Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment and involves viewing a CRT or VDT screen 50% of the time. Standard office environment. Requires valid vehicle operator's license where needed to perform duties of the position.

RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibility.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This project is important to the Bureau of Children's Coordinated Health Policy and Supports as it supports the Children's Mental Health block grant activities, contracts, and fiscal reporting across the Bureau.
